Self-inflicted deaths Connected to Family Violence Should Be Investigated as Possible Murders, Urge British Relatives

Each self-inflicted death in which the deceased had experienced domestic violence should be treated as a possible homicide, according to demands from campaigners who seek to make perpetrators responsible for the devastating impact of their behavior.

This move is essential because police and prosecutors are failing to bring perpetrators to justice in instances of self-inflicted death after family violence.

“In case after case, there is widespread breakdown, especially within the legal system, to scrutinise these deaths with the seriousness they warrant,” stated a leader of a campaign group during a significant meeting in London earlier this week.

The assembly, arranged by a group running a “Self-Inflicted Death is Murder” campaign to advocate for change in the criminal justice system, brought together relatives who had lost loved ones to suicide following family violence.

Personal Stories of Tragedy

One mother experienced the death of her child her 23-year-old daughter in spring 2023. Prior to her passing, the young woman had informed her former partner to authorities, submitting a two-hour video interview as evidence about his conduct.

Following her passing, the individual was convicted of manipulative and domineering conduct and imprisoned for 41 months. He was subsequently jailed for an additional term after a second woman came forward to disclose that she had been in a harmful partnership with him.

After Chloe’s death, the parent chose to advocate for a legal change to hold offenders accountable; yet she then realized that laws were existing, they just were rarely applied to achieve convictions.

“I concluded it wasn’t a new law I required as current statutes were in place, and after learning how much my child had been let down previous to her taking her life by the police and numerous services, they needed to fulfill their duties, and things required reform,” she explained.

“More than four dozen relatives have found me and just a handful of us have had a conviction,” she added. “I was so shocked to see such a large number who have been battling the police and prosecution service for years and getting no justice for their child or brother or sister and didn’t have a voice in case it impacted inquiries that were not progressing.”

Further Heartbreaking Account

One mother’s child Hannah passed away in spring 2017, in what she described as “the final act of violence” in a campaign of abuse.

“She was energetic, she was loving,” she stated. “She was full of promise, and she was an exceptional, deeply devoted mum to her two children, and she died by suicide after two years in a relationship where she was systematically destroyed by her partner,” she explained.

“She was physically beaten, she was psychologically tortured, she was dominated and broken down piece by piece until she was unable to envision a way forward. The man who did this to her went unpunished, because we call it self-inflicted death, we conclude the case and we move on.

“But I could not move on,” she said, “and I have not managed to let go. In truth, Hannah did not merely take her own life. She was killed. Her death was gradual and deliberately over a 24-month span, and when I went to the police, when I pleaded with them to look into what he had done to her, I was told that there was no action that they could do.

“There was no investigation into her passing. The domestic violence fatality analysis, which I had to struggle to obtain, required five years and changed nothing. A four day inquest found death by suicide, notwithstanding substantial proof over a extremely distressing multi-day session of family violence and shortcomings by various agencies.”

The mother informed the gathering that for eight years she has “been fighting a system that refuses to see what is right in front of it”.

She emphasized the self-inflicted death is murder campaign was vital “since when someone takes their own life after they’ve suffered family violence, we have to examine it for what it truly represents, which is homicide.

“We need to use the legislation we already possess effectively and it is not occurring at the moment, and we need to make perpetrators responsible for pushing their targets to suicide.

“The statutes exist. We require determination, we need law enforcement to conduct thorough inquiries. We need the prosecution authority to prosecute. We need the judiciary to recognize that verbal abuse and manipulation can kill equally to physical force and arms.”

Political Response

At a follow-up gathering in the House of Commons, chaired by a opposition politician, and attended by the government official, the grieving families again told their stories.

A junior minister told the meeting: “These deaths are often dismissed as if they were their decision, they opted for this, when, in truth, these were the culmination of actually, another person’s abuse, and these aren’t rare incidents.”

“The legal system is flawed, we are aware,” she said. “Especially around murder or manslaughter, it is piecemeal. It lacks statutory basis anyway, it has been shaped with common law practices for generations, and it is outdated, quite frankly, given the society we currently live in.

“I will not claim that it’s going to be easy to fix. It is incredibly complex and difficult, particularly when you look at the matter of homicide, but we acknowledge that it requires examination.”

Prosecution Service Statement

A spokesperson for the prosecution service said: “Domestic abuse is a heinous crime and our prosecutors are actively advised to consider homicide allegations in self-inflicted death instances where there is a known context of domestic abuse or other controlling or coercive behavior.

“We have in the past prosecuted a number of defendants for leading to the fatality of a companion they mistreated, encompassing in proceedings which are currently active.

“We are collaborating with law enforcement and other parties to ensure these kinds of offences are well-understood – so that we can hold offenders accountable for the complete scope of their crimes.”
